This conference will provide participants with a comprehensive understanding of the child’s disclosure process during forensic interviews, updates on the medical approach to diagnosing and treating child sexual abuse, and insights into sex offender management. The day will conclude with a presentation on practical strategies to foster resilience among professionals working directly with child trauma.

This presentation is designed for professionals, including pediatricians, primary care providers, emergency department staff, law enforcement, legal professionals, community advocates, mental health providers, and child welfare staff.

Tammi Pitzen

Executive Director

Tammi Pitzen has been the Executive Director of the Children’s Advocacy Center of Jackson County since November 2013, with over 30 years of experience in child abuse and protection. She has been involved with Children’s Advocacy Centers for 21 years, relocating to Southern Oregon to take on this critical role.

Tammi began her career in 1990 as a child protection worker and later joined the Children’s Advocacy Center in Colorado Springs, where she provided direct services and managed programs. She has conducted over 1,500 forensic interviews and testified as an expert witness in both civil and criminal child abuse cases. She is also trained as a facilitator in Stewards of Children.

Her diverse roles have included child protection investigator, forensic interviewer, program manager, and interim executive director. Tammi’s leadership at CACJC ensures vital services such as medical exams, forensic interviews, therapy, and advocacy, while also supporting resilience and addressing secondary trauma among professionals.

Natalya Miller, MD

Medical Director,
Children’s Advocacy Center of Jackson County
Medford, Oregon

Dr. Natalya Miller is a pediatrician and serves as the Medical Director of the Children’s Advocacy Center of Jackson County, where she also helped develop the Pediatric SANE (Sexual Assault Nurse Examiner) program. She is passionate about the CAC model, with a focus on building community partnerships and enhancing collaboration to improve healthcare delivery for abused children.

Dr. Miller is an active member of both local and statewide committees dedicated to the prevention of child maltreatment. She also provides training on the recognition and management of child abuse at the local, regional, and state levels. She earned her medical degree from the University of Nebraska Medical Center and completed her pediatrics residency at the Medical College of Wisconsin, where she also served as Chief Resident.

Before relocating to Southern Oregon to focus on child maltreatment, Dr. Miller practiced as a general pediatrician. In her free time, she enjoys exploring the natural beauty of Oregon with her family.

Cari Allen

Forensic Interviewer/Program Director
Children’s Advocacy Center of Jackson County
Medford, Oregon

Cari Allen has been employed as a Child Forensic Interviewer and Program Director at the Jackson County Children’s Advocacy Center since 2007. She is a coauthor of both the 2012 and 2018 editions of the Oregon Interview Guidelines. Cari was also a key member of the regional workgroup that developed the Oregon Child Forensic Interview Training (OCFIT), a nationally accredited training program initiated in 2012. She has remained an integral part of the OCFIT training team since its inception.

Cari is a member of the state training team for advanced child forensic interview training and contributed to the development of the state Collaborative Child Abuse Response (CCAR) training. She is also a national presenter, having spoken at the APSAC Colloquium and the Dallas Crimes Against Children Conference on topics related to Child Forensic Interviewing.

Steve Mounce, Ph.D., LPC, CCSOT

Licensed Professional Counselor
Certified Clinical Sex Offender Therapist
Southern Oregon

Steve Mounce holds both a master’s and Ph.D. in Psychology with an emphasis in Family Psychology. He is a Licensed Professional Counselor (LPC) and a Certified Clinical Therapist for Sex Offender Treatment in Oregon. Steve is a member of the Association for the Treatment of Sexual Abusers (ATSA) and the Oregon Chapter (OATSA). He has been practicing in Oregon for over 30 years, working primarily with children, adolescents, and adults with sexual offending histories.

Recently retired from the Oregon Youth Authority after 26 years, Steve continues to maintain a private practice in Southern Oregon. Over the course of his career, he has worked with thousands of sexual abuse cases and has contributed significantly to the field. Steve was also part of the North American Envoy to Brazil, assisting with efforts to reduce child sexual abuse during the 2014 World Cup and the 2016 Olympics.

In addition to his clinical work, Steve has conducted numerous trainings on sexual abuse for both professionals and the general public.

Katie Greathouse, LCSW

Lead Forensic Interviewer, Clinical Supervisor, and Regional Interviewer
Mt. Emily Safe Center
Oregon

Katie Greathouse has been the Lead Forensic Interviewer, Clinical Supervisor, and Regional Interviewer for Mt. Emily Safe Center since 2010. She earned her Master’s in Social Work from Walla Walla University in 2005 and is a Licensed Clinical Social Worker (LCSW).

Katie is a member of the state training team for the NCA nationally accredited Oregon Child Forensic Interviewer Training, and she contributed to the development of this training as part of the Regional Service workgroup. She is also a state trainer for Project Ability: Interviewing Children with Disabilities and a coauthor of the 2012 and 2018 editions of the Oregon Interviewing Guidelines.

In addition to her state-level work, Katie has presented nationally at the APSAC Colloquium and the Dallas Crimes Against Children Conference.

Fred M. Saada

Chief of Chaplains,
Southern Oregon Public Safety Chaplains
Grants Pass, Oregon

Chaplain Fred Saada has been involved in Public Safety and Community Chaplaincy for 22 years, 19 of which have been in Oregon. As the Chief of Chaplains at Southern Oregon Public Safety Chaplaincy, Fred oversees chaplain operations across five Southern Oregon counties. This includes managing a team of approximately 40 chaplains who provide support to public safety personnel and the communities they serve.

In addition to his role as Chief of Chaplains, Fred serves as the Commander of the Southern Oregon Critical Incident Response Team (SOCIRT). SOCIRT is an affiliation of law enforcement, fire, EMS peers, chaplains, and mental health professionals trained to deploy Critical Incident Stress Management tools, such as peer support, defusings, and debriefings, in response to critical incidents involving first responders.

Michael Elkinton

Parole/Probation Officer 

Parole/Probation Officer for over 16 years with Jackson County Community Justice. In that time, has supervised sex offender for over 10 years in Jackson County. Has also chaired the Sex Offender Supervision Network of Oregon (which is a state-wide network of parole/probation officer and treatment provider). Currently a training officer for new hires and survival skills with in the department.
